Robert Lehmann – President
Mr. Robert Lehmann brings to Intercontinental Affordable housing close to 35 years of industry experience in real estate and development. His career began in Beverly Hills-based Geo Elkins where he was actively involved in mortgage structuring and servicing. He then joined City Reconstruction Corp., a Joint Venture of Prudential and Kidder Peabody, specializing in the acquisition and development of high-rise and mid-rise multi-family apartments throughout major cities within the Bunker Hill Redevelopment area in Los Angeles.

Over the next four years he served as General Manager of a division of Boise Cascade Corp., engaged in development construction, syndication, and management of affordable housing developments.
He then went on to serve as Vice President of Development and Construction Management for Mid-City Financial, a Washington, D.C. firm working with a large number of subsidized projects and urban renewal projects nationwide. The bulk of his work included mid-and high rise developments including subsidized multi-family developments. He also served as Chief Financial Officer in charge of a Savings and Loan Bank’s accounting department where he was responsible for the financial analysis and feasibility of the bank’s projects, and where he created innovative financing vehicles raising the bank’s overall assets by 35%. Mr. Lehmann also spent time at American Development Corporation where he continued in the field of development and underwriting mortgage products for multi-family residential buildings. He has since been active in his retirement and manages a portfolio of family investments and currently serves as president of Intercontinental Affordable Housing.

Jey Samuel – Vice President
Jey Samuel has a Bachelor of Architecture degree from the University of Madras, India and Master of Science in Architecture degree from Pratt in New York. He has Professional Registrations as a Licensed Architect, licensed General Contractor, and licensed Real Estate SP in the State of California.

Mr. Samuel joined A D C as an architect, eventually becoming architectural manager and then development manager, where he worked finding sites and obtaining entitlements for several HUD Section 8 and 221 D (4) financed affordable housing rental projects. Then he was promoted as the Vice President, Area Manager for Southern California. His main responsibilities included oversight of various development activities for both residential and commercial projects, and he also acted at one time as head of Tax Exempt Bond projects.

He later joined Sebring Development Inc., where he was president for 10 years. Sebring Development raised capital from limited partners and was involved in the acquisition, development, construction and marketing of various infill projects in Southern California.

Mr. Samuel’s expertise in project needs assessment and his experience in the construction monitoring of over 70 projects throughout his tenure add to his skills in developing and expanding existing housing developments in difficult to develop areas.

His previous experience includes heading acquisition, development and construction at Commercial Investment Capital Inc and at R E Corp. His projects included conventional and affordable apartment projects financed with Tax Exempt Bonds and Tax Credits, as well as commercial and other residential projects in California, Arizona and Nevada. He has also worked in senior management capacities at KB Home and K Hovnanian Homes; both fortune 500 companies.
Mr. Samuel is the owner of SDC Consulting Group, and formerly acted as a consultant providing entitlement and architectural services to various clients. One of the largest clients was Alpha and Omega Development, an owner of beachfront land in Oxnard and hotels and mixed-use projects in the Palm Springs area, San Diego and Orange. Over two and a half years ago, he became involved with Intercontinental Affordable Housing.

In his spare time, Jey Samuel also volunteers with the organization International Students Inc., where he organizes camping and hiking trips for foreign students and helps them to improve their English skills.

Mr. Lehmann and Mr. Samuel together bring over 65 years of experience in the areas of finance, real estate development, rehabilitation and construction. Mr. Lehmann and Mr. Samuel have worked on the following projects, which include a mixture of multifamily and senior affordable housing (Section 8) under HUD subsidized programs, moderate and low-income subsidized Mortgage programs, and historic and tax-credit programs.
